Mombasa Governor Nassir Promotes 1,775 County Officers in Merit-Based Exercise

MOMBASA COUNTY — Governor Abdulswamad Sharrif Nassir has presided over the promotion of 1,775 county government officers in what he described as a transparent and merit-based exercise aimed at boosting morale and productivity within the public service.

The Governor emphasized that promotions should not be viewed as favours but rather as essential tools for maintaining a motivated and effective workforce.

Recognition Ceremony
Speaking during the recognition ceremony, Governor Nassir stated that the promotions, which had been long overdue, were implemented fairly and without bias, reflecting his administration’s commitment to meritocracy and professional public service delivery.

“A promotion is not a favour; it is fundamental to morale, productivity, and a motivated public service,” Governor Nassir said. “This exercise affirms our commitment to meritocracy and to building a professional public service that delivers for the people.”
The event brought together key political and administrative leaders from across Mombasa County.
High-Level Attendance
The ceremony was attended by Changamwe Member of Parliament Omar Mwinyi and Jomvu MP Bady Twalib, alongside Members of the County Executive Committee.

The County Public Service Board, led by Chairperson Farida Abdalla, was present to witness the exercise, along with County Chief Officers who play crucial roles in implementing county policies and programs.
The County Assembly Committee on Labour, chaired by Jack Madialo, also participated in the event, underscoring the collaborative approach between the executive and legislative arms of county government.
Commitment to Public Servants
Governor Nassir pledged his administration’s continued support for county employees, emphasizing that hard work, integrity, and dedication to serving Mombasa residents would be consistently recognized and rewarded.

“We will continue to stand with our public servants and reward diligence, integrity, and service to the people of Mombasa,” the Governor stated.
Impact on Service Delivery
The mass promotion exercise is expected to significantly boost employee morale across various county departments. Human resource experts note that timely promotions not only motivate existing staff but also attract talented professionals to public service.
County government officials indicated that the promotions were based on established criteria including years of service, performance evaluations, professional qualifications, and contributions to county development objectives.
The recognition of 1,775 officers represents one of the largest promotion exercises undertaken by the county government, demonstrating the administration’s investment in human capital development.
