Hon. Mohamed Soud Machele Congratulates Ibrahim Mutwafy on Blue Economy Appointment
MOMBASA — County legislator Hon. Mohamed Soud Machele has publicly congratulated Ibrahim Khamis Mutwafy, popularly known as Babangida, following his appointment to one of Mombasa County’s most strategic executive positions.
In an official statement released Friday, Hon. Machele expressed his support for Mutwafy’s elevation to the position of County Executive Committee Member for Blue Economy, Agriculture, Livestock and Cooperatives.

“Congratulations to Mr. Ibrahim Khamis Mutwafy (Babangida) on his appointment as County Executive Committee Member for Blue Economy, Agriculture, Livestock and Cooperatives in Mombasa County,” Hon. Machele stated.
The legislator’s endorsement comes as Governor Abdulswamad Shariff Nassir moves to strengthen his administration with fresh appointments to key portfolios within the county government structure.
Governor Nassir announced the dual appointments, stating: “I appointed Ibrahim Khamis Mutwafy as the County Executive Committee Member for Blue Economy, Agriculture, Livestock and Cooperatives, and Jonathan Wepukhulu as the County Executive Committee Member for Public Service Administration, Youth, Gender and Sports, pursuant to Sections 30(2)(d) and 35(1) of the County Governments Act, 2012.”
Hon. Machele’s congratulatory message underscores the collaborative relationship between the county assembly and the executive arm of government, reflecting the legislative body’s support for the Governor’s administrative decisions.
The Blue Economy, Agriculture, Livestock and Cooperatives docket is considered critical for Mombasa’s economic transformation, particularly given the county’s strategic coastal location and potential for maritime resource exploitation alongside traditional agricultural development.
Hon. Machele’s public acknowledgment of the appointment signals political goodwill toward the new cabinet member as he prepares to tackle the complex challenges facing the county’s agricultural and maritime sectors.
