Governor Nassir Establishes New Management Board for Coast General Hospital
Mombasa Governor H.E. Abdullswamad Sheriff Nassir has signed Executive Order No. 15 of 2025, establishing a new management board for the Coast General Teaching and Referral Hospital (CGTRH), the county’s flagship health institution.

The newly constituted nine-member board will provide strategic oversight and governance for the hospital, which serves as the premier referral-level healthcare facility for Mombasa and the wider Coast region.

New Board Leadership
Ms. Nabila K. Mazrui has been appointed to chair the Coast General Teaching and Referral Hospital Management Board. She will lead a diverse team of professionals tasked with strengthening governance, accountability, and community participation in the hospital’s management.
The board members include Mr. Jay Vinodkumar Patel, Ms. Zainab Jaffer, Bishop Zachariah Mwagandi, Mr. Richard Abiero, Ms. Merry Jennifer Othigo, Ms. Barbara Ayieko Mukongolo, Mr. Swaleh Mwalizuma, and Dr. Shem Patta. The hospital’s Medical Superintendent will serve as the board’s secretary.
Mandate and Functions
According to the executive order, the board will serve as the principal link between the hospital and the community, with a broad mandate that includes providing strategic guidance, reviewing annual work plans and budgets, and advising on resource mobilization and infrastructure development.
The board is also expected to strengthen partnerships with the County Department of Health, training institutions, and other stakeholders to enhance research, innovation, and quality service delivery at the facility.
“This board will promote accountability, transparency, and ethical standards in hospital administration,” the executive order states, emphasizing the county government’s commitment to improving healthcare governance.
Terms and Legal Framework
Board members will serve three-year terms, renewable once, subject to satisfactory performance and continued compliance with appointment terms. The establishment of the board is in accordance with the County Governments Act 2012, the Mombasa County Health Services Act 2018, and other enabling laws.
The executive order, issued at Elimu na Mazingira Building in Mombasa County, took effect immediately upon issuance and revokes all previous appointments related to the hospital’s management board.
The move is seen as part of Governor Nassir’s broader efforts to strengthen healthcare delivery in Mombasa County and ensure that the region’s premier health facility operates with enhanced oversight and community engagement.
