Governor Abdulswamad Shariff Nassir Swears In Ibrahim Mutwafy and Jonathan Wepukhulu as New County Executive Members

MOMBASA — In a ceremony held Friday morning, Mombasa County Governor Abdulswamad Shariff Nassir officially inducted two newly appointed County Executive Committee Members into office, hours after securing legislative endorsement.

The appointments follow a special session of the Mombasa County Assembly held Thursday evening, where members voted to approve the gubernatorial nominees for key docket positions within the county administration.
Ibrahim Khamis Mutwafy assumed responsibility for the Blue Economy, Agriculture, Livestock and Cooperatives portfolio, while Jonathan Wepukhulu took charge of Public Service Administration, Youth, Gender and Sports during the swearing-in proceedings at the county headquarters.

Governor Nassir exercised his constitutional authority under Sections 30(2)(d) and 35(1) of the County Governments Act, 2012, which grants county chief executives the power to appoint and assign portfolios to executive committee members subject to assembly vetting and approval.
In remarks following the ceremony, the Governor acknowledged the legislative body’s role in the selection process, commending assembly members for their thorough examination of the candidates’ qualifications and suitability for the positions.

“I thank the County Assembly of Mombasa for diligently and responsibly discharging its constitutional oversight role in the vetting and approval process,” Nassir stated.
The Governor set clear expectations for the newly sworn officials, emphasizing the administration’s commitment to transparent governance and tangible outcomes for county residents.
“Our new cabinet secretaries are expected to serve with integrity, energy and a clear focus on delivering results for the people of Mombasa,” he added, signaling the urgency with which the administration plans to advance its development agenda.

The appointments complete the county’s executive committee structure, positioning the administration to accelerate implementation of priority programs across multiple sectors including maritime economy development, agricultural productivity, youth employment initiatives, and gender equality programs.
Both appointees are expected to immediately assume their duties and begin coordinating with relevant county departments and stakeholders in their respective portfolios.
