Mombasa Lands CECM Amadoh Launches Digital Portal to Streamline Development Permits
MOMBASA, Kenya – In a significant stride towards modernizing urban planning and enhancing service delivery, the Mombasa County Government has officially launched a state-of-the-art digital portal for the application of development permits. The new platform, accessible at https://developmentcontrol.mombasa.go.ke/, is set to revolutionize how residents, architects, and developers interact with the county’s physical planning department.

Gone are the days of long queues, misplaced paper files, and cumbersome manual processes. The Mombasa County Development Control Portal promises to make applying for construction permits more transparent, efficient, and user-friendly.
What the Platform Can Do: A Boon for Applicants
The newly launched portal is designed as a one-stop-shop for all development control needs. Its key features include:
- Online Application Submission: Applicants can now submit their development permit applications entirely online from the comfort of their home or office. This eliminates the need for physical submission of multiple documents and reduces the time and cost associated with travel.
- Real-Time Application Tracking: In a move hailed for promoting transparency, users can track the status of their applications in real-time. From “Submitted” and “Under Review” to “Approved” or any requests for additional information, applicants will be kept informed at every stage, eliminating uncertainty.
- Digital Payment Gateway: The platform integrates a secure online payment system for all requisite fees. This streamlines the financial transaction process, making it quicker and providing an instant electronic record of payment.
- Access to Requirements and Guidelines: The portal serves as a central repository of information. Prospective applicants can easily access and download all necessary guidelines, zoning regulations, and the specific requirements needed for different types of development projects before starting their application.
- Reduced Bureaucracy and Corruption: By digitizing the entire process, the county aims to minimize human contact points that can often lead to bureaucratic delays and unethical practices. The automated workflow ensures that applications are processed based on merit and in a timely manner.

County officials have described the launch as a cornerstone of their broader “Smart County” vision, which seeks to leverage technology to improve governance and public service.
“The launch of this digital portal marks a pivotal moment for Mombasa County. We are committed to simplifying processes for our people and fostering an environment that is conducive for investment and development,” said a senior official from the Department of Lands, Urban Planning, and Development Control. “This system will not only save time for our citizens but also enhance accountability within our department.”
The initiative has been welcomed by developers and architects in the region, who have long cited lengthy permit approval times as a major hurdle to construction and economic growth.
